Sovereign Confederacy, officially the Confederacy of Sovereign States (CSS), is a parliamentary confederacy of 15 member states, nearly all of which used to be territories of the Ashkali Empire. Being a parliamentary confederacy, the authority of the federal government is mainly limited to foreign affairs, economics, and defense. While the ability to interfere in the affairs of its republics is limited it is addressed in a slightly vague general welfare clause within the constitution.
The Constitution of the Confederacy is the supreme law of the Confederacy, which is governed by a bicameral legislative body, the Parliament of the Confederate Republics of Ashkal. From this body, the Prime Chancellor is elected from among their ranks to serve as the government's leader. New Mavubasa City, the largest city located on the island of New Mavubasa in the Core Isles, is the Confederacy's capital, and where Paraliment is headquartered.
The Commonwealth dates back to the first half of the 20th century with the decolonization of the Ashkali Empire through increased self-governance of its territories. It was originally created as the Ashkali Confederacy of Nations. The current Confederacy of Sovereign States was formally constituted by the Neketara Declaration in 1620, which modernized the community and established the member states as "free and equal".
Member states have no legal obligations to one another but are connected through their use of the Ashkali language and historical ties. Their stated shared values of democracy, human rights, and the rule of law are enshrined in the Charter of the Confederacy and promoted by the quadrennial Confederacy Games.

The Ashkali government is a federal semi-presidential constitutional republic based on the principle of representative democracy, established as the successor of the Ashkali Empire. The executive branch is the Council, headed by the High Chancellor of the United Federation of Ashkal and their Vice-Chancellor, elected by the Federal Assembly.
The Federal Assembly, also known as the Assembly, forms the legislative branch and is a bicameral parliament staffed by representatives elected in popular elections by citizens of each state or region that comprises the Federation. In addition to provinces and city-states, certain mega-corporations as well have representatives such as the Black Table Trading Company, Protesiak Pharmaceutical Industries, Federation Bank, Sagar Ores, and Ceanuri-Urizar Arms. Many governments that were either already apart of the Empire or those who joined later were able to choose their respective governments as long as they did not defy core Federation laws and ideals. This has led to many provinces of the Federation to have a wide variety of different local governments from monarchies to republics.

Commonwealths[edit | edit source]
Commonwealths of the United Federation were created after the Ashkali Civil War, as an intermediate level of governance between the provincial and federal governments. The idea of the commonwealth is to create legislation broad enough to benefit those provinces with common regional concerns, but narrow enough not to affect those provinces with dissimilar interests or political cultures. In practice, the commonwealths are known for self-serving interests, even at the expense of other commonwealths. In addition to this, there is also internal tensions and squabbles between the provinces that constitute the individual commonwealths. In spite of this, the Federation is able to cooperate on issues such as foreign policy and the military.
