Hegemon
The Hegemon, officially known as the Hegemon of All Asharan Peoples, the Supreme Leader and Guide of the Reclamation Revolution, Custodian of the Heavenly Mandate, the Hierophant of the Celestial Asharan Temple of Ealen, Occupant of the Morning Throne, Bearer of the Crown of the Sun Radiant, Wielder of the Star Scepter and the Guardian of the Two Heavenly Cities is the leader of the Celestial Hegemony and is responsible for the delineation and supervision of "the general policies of the The Lord's Most Glorious and Celestial Hegemony of Eternal Peace and Prosperity," which means that he sets the tone and direction of the Hegemony's domestic and foreign policies. The Hegemon is commander-in-chief of the armed forces and controls the Hegemony's intelligence and security operations; he alone can declare war or peace. He has the power to appoint and dismiss the leaders of the judiciary, the state vox, commanders of the police and the supreme commander of the Heavenly Revolutionary Guard Corps. He also appoints six of the twelve members of the Council of Guardians, the powerful body that oversees the activities of Celestial Consultative Assembly and determines which candidates are qualified to run for public office.
Politically, the Hegemon holds authority and power as Head of State/Government (Intendant caste), Commander-in-Chief (Warrior caste), and supreme religious leader (Priest caste), standing higher than the High Prefect, Warmaster, and Most High Priest. The Hegemon traditionally dons a combination of simple robes and military garb, representing an affinity for matters of both war and peace. While older generations of hegemons would have worn steel armor, the hegemon of the modern era wears a plain military uniform under their flowing robes, reflecting the role's power even into the industrial era. The anachronistic gilded gauntlets and ceremonial sword, however, remain. The hegemon's staff is crowned with the Sun of Ashar, the symbol of Asharism, and with twin white wings.
The current Hegemon, Vizirov, has been issuing decrees and making the final decisions on the economy, environment, foreign policy, education, national plannings such as population growth, and everything else in the country. Vizirov also makes the final decisions on the amount of transparency in elections and has fired and reinstated presidential cabinet appointments.
The Hegemony's sphere of power is extended through his representatives, an estimated 2,000 of whom are spread throughout all sectors of the government and who serves as the Leader's clerical field operatives. In some respects, the Hegemons' representatives are more powerful than the president's ministers and have the authority to intervene in any matter of state on the Hegemon's behalf.

The House of Representatives consisting of both directly elected politicians and those appointed by the Hegemon. For the Hegemon to be appointed there must be a majority in both groups.
